The&nbsp;<a href=\"https:\/\/ukandeu.ac.uk\/fact-figures\/what-is-the-european-parliament\/\" target=\"_blank\" rel=\"noopener noreferrer\">European Parliament<\/a>&nbsp;will then give its consent and the parliamentary hurdles to the UK\u2019s withdrawal from the EU will have been&nbsp;completed.<\/p>\n\n\n\n<p>Withdrawal is set for 2300 UK time on Friday 31 January 2020. The UK then enters its Brexit \u2018transition\u2019 period.<\/p>\n\n\n\n<p>Much of the discussion about transition has focused on whether, given Johnson\u2019s categorical&nbsp;<a href=\"https:\/\/uk.reuters.com\/article\/uk-britain-eu-johnson-extension\/johnson-says-brexit-transition-period-will-not-be-extended-idUKKBN1XP0SN\" target=\"_blank\" rel=\"noopener noreferrer\">refusal<\/a>&nbsp;to countenance an extension to the transition period, the eleven months until 31 December 2020 will provide&nbsp;<a href=\"https:\/\/www.ft.com\/content\/9e015820-111d-11ea-a7e6-62bf4f9e548a\" target=\"_blank\" rel=\"noopener noreferrer\">enough time<\/a>&nbsp;for the UK and the EU to negotiate, conclude and ratify an agreement on their future relationship, particularly regarding trade.<\/p>\n\n\n\n<p>Less attention has been paid to economically important and politically sensitive decisions required by the&nbsp;<a href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/TXT\/?uri=OJ:C:2019:384I:TOC\" target=\"_blank\" rel=\"noopener noreferrer\">protocol on Ireland\/Northern Ireland<\/a>. These need to be taken by the UK-EU Joint Committee before the&nbsp;<a href=\"https:\/\/www.instituteforgovernment.org.uk\/explainers\/brexit-deal-northern-ireland-protocol\" target=\"_blank\" rel=\"noopener noreferrer\">protocol<\/a>&nbsp;is set formally and fully to enter into force on 1 January 2021.<\/p>\n\n\n\n<p>There are four sets of decisions.<\/p>\n\n\n\n<p>A first concerns customs and the free movement of goods, particularly regarding the conditions under which goods from the rest of the UK can enter Northern Ireland after transition.<\/p>\n\n\n\n<p>This involves determining which goods entering Northern Ireland from non-EU countries and Great Britain are \u2018<a href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/QANDA_19_6122\" target=\"_blank\" rel=\"noopener noreferrer\">at risk<\/a>\u2019 of being moved on into the EU market.
